event of war, and even if suitable coal be not found on the Kwang-

tung side or near deposita in Southern Hunen, the construction of

the Canton-Hankow line would connect Hongkong by rail with the

lange Pinghsiong colliery, which would be at no great distance,

while, via Hankow and Paking, rail connection would be had with

the British controlled Kailun mines.

I am leaving on the 20th instant for the Straits Settle-

ments, but expect to be back in China by Nove/mbbr. During my

absence, however, any negotiations can be tonlucted through the

manager of B. R. Loxley and Company, Mr. D.0, Russell, and our

colliery engineer, Mr. J. Barr, who have between them the whole

of this matter in hand and full power to deal with everything,

I have the honour, etc.,

(Signed) J. N. (7) Russell.
